OKay so I figured this out. When you are using whatever app or setting it is that makes the godawful noise, press the volume key and then you get a dual control. An easier way is to tap the volume (whether you are at the home screen or in an app) and then tap that gear icon at the bottom. This will give you a screen where you can set the volume for all the different options (Media volume, Call volume, Ring volume, Alarm volume). It also allows you to set the default sounds for the various options.
