Wait, has there been a new April update applied to phones being shipped now? I'm confused.  This is stock, right? And is your bootloader locked?

Yes, this stock. I just opened the fedex package and turned the device on.

It looks like the bootloader is unlocked.

C:\Temp\platform-tools>fastboot.exe oem device-info
(bootloader) Verity mode: true
(bootloader) Device unlocked: true
(bootloader) Device critical unlocked: true
(bootloader) Charger screen enabled: false

But i don't how to lock the bootloader. Fastboot oem lock throws an error:

C:\Temp\platform-tools>fastboot.exe oem lock
FAILED (remote: 'unknown command')
fastboot: error: Command failed

Maybe someone can help.

Looking at how your update is named "userdebug 9", I think you got a unit with a pre-production flag enabled of some sort, so yours came shipped with an unreleased firmware.

Maybe you can help test to see if the extensive list of bugs are fixed...

The command you're looking for is

fastboot flashing unlock

However DO Not RUN This!

You need to flash the firmware to a certified one or else you'll get a hard brick.

Either download the fastboot restore files from waxberry or use TDM's factory restore tool app.

Once you've done that, then you can turn the lock back on.

Apparently recent phones from the factory are leaving with more up to date software and security patch. (latest I saw was April update with also 2020 April security patch) How come these are not pushed out to everyone? I am still on the March update with 2019 Sep security patch. When I try to update it says it's the most recent but that's obviously not true.

Well in theory they could offer the uncertified software, but I bet a lot of users would be quite angry if Fxtec deliberately prevented people from using their banking app and the like requiring the certification.

Ah I see, so the problem is getting certified. I wonder why that takes ages.

If I had to guess, I'd think, even if the number of Pro¹ phones out there is comparatively small, the company that pushes the software updates (IDEA international Development Ltd., Shenzhen) has a much larger number of devices to serve everytime they have new security updates to roll out; they cannot serve all devices at the same time, so they'll probably distribute the updates over a substantial time interval, perhaps even over a few weeks.
